I have bought some rose and hubble fabric. I know it has to be pre washed so I put in in a bowl with some detergent and left it for 5 mins. Is this sufficient or does it need a whole cycle? am not sure if a fabric is going to shrink how long it would take?

Cotton can keep shrinking for several washes. I usually put my fabric through at least one full cycle of whatever wash setting I plan to use once the garment is made up. If it is intended for a garment where shrinkage would make the item unfit to wear, then I use several washes.

I only tend to handwash delicate fabrics, eg fine wool that I know should technically be dry cleaned, but where I also know I am likely to gently handwash the final garment.

You might need to stick with handwashing for drycleaning, IMHO.
